“ MAKING SUCCESS STORIES HAPPEN ”

Legal profiles are becoming harder to source in Belgium. According to the 2026 shortage occupations list published by Forem and Actiris, Brussels now counts 103 critical functions. This list shows that recruitment difficulty is spreading beyond senior legal positions into the wider legal support function.

For law firms or companies hiring their next legal professionals, this tightening market means the quality of your legal recruitment now has a direct impact on how well your organisation can manage risk and support growth.
Belgium's three regions, its bilingual and often trilingual requirements,

and its sector-specific regulatory landscape make this a market where a specialised legal recruitment agency makes the difference. Morgan Philips works as that partner, combining local market knowledge with a network built specifically around Belgian legal talent.

AI Jobs in Luxembourg: Salaries, Skills and Recruitment Trends in 2026

Artificial intelligence is no longer a future-of-work conversation in Luxembourg. It is beginning to reshape how companies organise their technology teams, which skills they compete for and, increasingly, how much they need to invest to attract them.

After several years dominated by experimentation and proof-of-concepts, the Luxembourg market is entering a more structured phase of AI adoption. Dedicated functions are emerging, existing IT roles are evolving and organisations are starting to ask a more strategic question: which AI capabilities do we actually need to build?

Morgan Philips’ 2026 Luxembourg AI Job Market Study examines this emerging talent market, combining observations from recruitment assignments and candidate interviews with its proprietary talent database and LinkedIn Talent Insights.

For employers, the findings point to a market that remains relatively immature – but one in which competition for experienced AI talent is already becoming a recruitment challenge.

Where is the Luxembourn AI job market in 2026?

Luxembourg has spent the past few years exploring what artificial intelligence can bring to organisations. The next phase will increasingly be about turning those experiments into scalable applications.

Today, some of the most visible AI applications can already be found across financial services, insurance, asset management, compliance, risk management, cybersecurity, public services, telecommunications, utilities and large service organisations. Use cases range from document automation and anomaly detection to fraud prevention, data analysis and IT optimisation.

At the same time, organisations are beginning to create dedicated AI divisions, implement governance frameworks and integrate generative AI into business applications and workflows. One particularly important requirement is consequently emerging: professionals who can transform AI proof-of-concepts into industrialised solutions.

For Quentin De Lacoste, Senior Consultant specialising in IT & Digital recruitment at Morgan Philips Luxembourg, this distinction is important:

“The conversation with employers is changing. Increasingly, they need to understand which capabilities they need internally, where those capabilities should sit within the organisation and which profiles can turn an AI ambition into something operational.”

How to structure an AI team in Luxembourg?

One of the most significant findings of the study concerns how AI teams are being structured. Like Luxembourg’s latest €112 million investment in AI supercomputer shows, AI is emerging in the country. However, that does not necessarily mean that companies are replacing their traditional IT operating models with standalone AI departments. In many organisations, AI is instead becoming an additional layer of expertise within existing technology structures.

Architecture is expanding towards AI architecture. Infrastructure increasingly incorporates AI platforms. Data functions are developing AI-specific capabilities. Cybersecurity is adapting to new AI-related risks. Software engineering teams are integrating AI development expertise.

Depending on an organisation’s maturity, this can result in structures involving a Chief AI Officer or Head of AI, supported by roles such as AI Architect, AI Tech Lead, AI Platform Engineer, AI Data Engineer, AI Security Engineer and AI/ML Engineer.

That evolution has an important implication for recruitment: hiring “an AI expert” is not, in itself, a talent strategy.

“One of the first questions employers need to answer is what they actually expect AI to deliver. An AI Engineer, an AI Architect and a Head of AI solve very different problems. Defining the mandate and the structure first makes the recruitment process much more precise.” — Quentin De Lacoste

What salaries for AI jobs in Luxembourg?

Scarcity is already reflected in compensation. According to the Morgan Philips study, a Head of AI / AI Strategy Lead can command an annual gross salary of between €120,000 and €200,000 in Luxembourg. For technical positions, the benchmarks vary according to seniority:

AI role Mid-level Senior
AI Engineer / ML Engineer €75K–€95K  €95K–€135K
AI Security Engineer  €85K–€100K €100K–€140K
AI Architect €85K–€110K €110K–€130K

These figures should not be interpreted as fixed market rates. The study defines them as indicative benchmarks, with actual compensation varying according to factors including company size, sector, economic conditions, individual expertise and experience. Salaries are expressed as annual gross compensation excluding bonuses and benefits.

“For scarce AI profiles, employers are competing on more than compensation. Experienced candidates will also look at the maturity of the project, the technology environment, the scope of the role and whether they will genuinely have the resources and mandate to deliver.” — Quentin De Lacoste

Recruiting AI Engineers in Luxembourg remains particularly challenging

The salary benchmarks reveal only one part of the recruitment challenge.

Morgan Philips assesses hiring difficulty for AI/ML Engineers as “Very High”, while AI Security Engineers and AI Architects are classified as “High”. The study also reports turnover rates of 31% for Head of AI / AI Strategy Lead profiles, 18% for AI/ML Engineers and 13% for AI Security Engineers within the data analysed.

More broadly, Luxembourg's AI talent pool remains scarce, highly international and characterised by strong candidates who are frequently already employed.

That makes a purely reactive recruitment model increasingly difficult.

Many of the profiles companies want to hire are not actively looking for another job. In a market the size of Luxembourg, relying exclusively on applications considerably reduces the available talent pool. Direct sourcing and the ability to search internationally become particularly important for highly specialised positions.

— Quentin De Lacoste, proposed quote for validation.

Which AI jobs and skills will be in demand in Luxembourg in 2027?

The next evolution of the market may be even more consequential.

Morgan Philips expects 2027 to mark the beginning of a shift towards greater AI industrialisation across Luxembourg's economy. If the dominant question during 2025 and 2026 has been “Can we use AI?”, organisations will increasingly need to answer another: “How do we scale AI securely, efficiently and in compliance with regulation?”

This is likely to broaden recruitment beyond purely technical AI specialists.

The study identifies six roles expected to grow:

  • AI Governance Manager
  • AI Risk & Compliance Specialist
  • AI Developer
  • Machine Learning Operations Engineer
  • AI Engineer
  • AI Product Manager

The common denominator is increasingly the ability to connect different worlds: business requirements, technology, governance, cybersecurity and regulation.

AI recruitment in Luxembourg is becoming a strategic workforce question

For employers, the implications extend beyond filling a handful of newly created technology positions.

If AI moves towards industrialisation, companies will need to determine which capabilities should be developed internally, which existing roles need to evolve and where external recruitment is necessary.

And because the Luxembourg market is relatively small and highly international, waiting until a position becomes urgent may significantly restrict the available options.

This changes the role of recruitment. Market mapping, compensation benchmarking, international sourcing and an understanding of emerging AI organisational structures become part of workforce planning rather than simply tools used once a vacancy opens.

“The companies preparing today will have a significant advantage when these skills become more widely sought after. The priority is not to recruit AI profiles for the sake of recruiting AI profiles. It is to understand which talent will create value for the organisation and to know where that talent can be found.” — Quentin De Lacoste

For organisations looking to build or strengthen their AI, IT and Digital capabilities, understanding the talent market early will be essential to competing for increasingly specialised expertise.

Morgan Philips Luxembourg combines local market expertise with an international talent network to identify and approach the AI professionals capable of supporting organisations through their next stage of transformation.
